I was thinking about the mini countries and making your own laws for it. It gave me the idea of having an island. The island would be man-made and would be made out of recycled materials. The recycled materials would be made into bundles and covered in heat shrunk plastic covers in layers. Inside these there would be a lightweight filler that would add weight to the pieces. The pieces would be bound together on a cheaply made metal frame that only serves to take the drifting forces. If i were to make it I would have a big net/cage floated on bouies that left the cage suspended above the water. A boat would ferry the materials back and forth and a layer of plastic would be lowered over each layer after the filler is added. When the cage starts becoming filled. the cage is lowered into the water to let the chunk float around an anchor. After a system of balances were made. the chunk would become the construction base where all the building is done. After that the only overhead costs would be manpower and the boat's fuel. I'm 100% sure that you could get free plastic recyclables in bulk and even be paid to remove it. The bout wouldn't need to be very good. or you could get a corporate sponsor for all your needs.

On this piece of land you would be free to do whatever you want. Grow drugs ect. and not be under the jurisdiction of any law. Interpol and the United Nations wouldn't step in unless you decided to sell drugs to other countries or take in fugitives or start wars. You could however make a speakeasy where rich people pay to do the illegal deed of their choice. It would not be suggested or implied that they do illegal things on the land. but they would be free to.

It wouldn't be hard to make the island seeing as it would be made of recycled materials that could just be dropped into place. If it were placed in a good location, it wouldn't get destroyed by hurricanes and the like. in theory. you could make about an acre per boatload of material. and seeing as most of the materials are free. you would only pay for manpower and energy/fuel.

It seems like a fun thing to do if you had 500k CAD to invest

To directly reply, your island would have to be 200 kilometers from any nation, and 1400 kilometers from any trade zones.
Secondly, you're not a nation until other nations recognize you. How are you going to do that?
Thirdly, unless you have a permanent population, you don't qualify as a nation.
Fourthly, movable nations will never been looked upon seriously.

You'd have better luck buying an abandoned oil rig off the shores of some corrupt nation somewhere in Africa.

1# as long as the seabed isnt too far away it would be relatively simple
2# establish trade contracts with a small country and ask the UN to join
3# you would say that you are a permanent population after the island has a place to live built on it
4# the nation would only be movable untill it is able to sustain enough people for it to be called a 'nation' under the UN
