Just youtube 1,000,000 volt stun guns, then search pepperspray. Pepperspray ha significantly more stopping power because it blinds and wreaks havoc on their respiratory system, it is also 1/10 the cost. I would suggest pepperspray, why is you friends so opposed to it?

Like any weapon a Stun Gun is worth spending money on.

Why?

A Stun Gun has to work 24/7. If it fucks up it could be your life on the line.

I'll put it to you like this -

Your friend is walking down a backalley when out pops someone with a flick knife, immediately he pulls out his Stun Gun, and points it towards the BG and then he pushes the button on his $50 Stun gun. It doesn't work...

The guy gets closer and it's too late for him to use his Pepper Spray.

He ends up severely injured.

XxXxX

When it's your life why go cheap and buy something totally useless?

I've done some market research on Stun Guns and I think you are looking at somewhere over $100 to be on the safe side. Having never used a Stun Gun or a Taser in my life I only know what I've researched and nothing more.

However head over to TFL [The Firing Line] Forums and do some research and ask some questions. There are guys over there who know what they are talking about.

As for stun guns, meh. I've had experience with them and other than tasers (which still do not stop some people) I'm not so impressed. My best advice is for your friend to get a reliable (read awesome) OC delivery system such as the Kimber LifeAct and really pay attention to his surroundings. (though for some reason I'm getting the feeling that legitimate self defense is not the intention for this).

A good high intensity flashlight coupled with the Life Act could come in handy I personally carry a surefire E2D Defender

If the light and OC fail to stop an aggressor you always have the strike bezel on the front and it can be used as an impact weapon.

All that being said I would have your friend check the laws in your state regarding use of these devices in the commission of a crime, in some states it is just as bad as using a gun.
(Sorry to assume that shenanigans are being planned, but this is Rorta)

Ah, I know how that is, you never fight the bean, you allways end up fighting the whole burrito.

He could also look into some of the tear gas grenades that are made by fox labs though he would need to make sure he makes a quick egress from the situation (which should be the plan anyways)
http://www.gunbroker.com/Auction/ViewItem.asp?Item=112503747 heres the smaller units. We tried one out a few months ago and I gotta say it worked fairly well.
