Theres a few.. The one I can think of right now is at the army base in san ferrio. Its down by the import place kindof. I would go to gamefaqs and look at their parked car map, its pretty helpful if you are importing cars.

I have an erotic fetish for the Elegy, it drifts pretty well, also, the NRG bike found on the middle left city (in the airbase/end of train track) is the best motorbike in the game.
