In Canada, the law states that explosives manufacture is illegal without a license. But it also says that it is legally producible in small quantities without a license for the purpose of "chemical experimentation" (Explosives Regulations, Section 34). However, it does not elaborate on the meaning of chemical experimentation. Would using it for its intended purpose be chemical experimentation?

In short, yes. As long as you use some sort of scientific method and are not doing anything illegal in the making and use of the substance. This parallels with many things. Certain things like toxins can be produced in very small quantities but one must take very strict precautions when using and storing them. Things like they cant be kept within 50m of any public place for more than transportation purposes.

A person may, for the purpose of laboratory chemical experiment and not for practical use or sale, make a small quantity of explosive in a place that is not a licensed factory if reasonable precautions are observed to prevent injury to persons or damage to property and if the provisions of the Act and these Regulations are observed as far as they are otherwise applicable.


143. A person may have up to 75 kilograms of gunpowder and small arms propellant in his possession if they are stored in accordance with Part XII.

yes, but that means purchased from a hobby store or whatever, not manufacture... oh well, I only need to make a little to get the hang of it anyway. Thanks for the help
