People have said that 90% of these sites are scams. That's not true; 100% of them are scams. You will NEVER, EVER, be able to find a quality ID online. More than likely, you'll get taken by rippers, you'll get a shit-quality ID that couldn't fool a 10 year-old, or worst of all: you'll submit your information to some sort of sting operation.

If you really want one that bad, you're going to have to make the connections in person or learn to do it yourself. Find urban areas where there is a club scene or where large amounts of immigrants are living, then ask around. A lot of those "checks cashed" places are essentially an entrance to the so called "black market." If you're close to a college town, I would advise you to look there. If you can't get your hands on a fake id at a college, you're doing it wrong.

Your other option would be to simply do it yourself. There is a fairly informative thread on bombshock that has detailed instructions. The only way to know a job is done right is if you do it yourself.

Maybe someone can correct me on this but do the UK fake ID sites like Fluxcard and Phidentity ship a real product? I thought they were in the "gray" area because their cards were not based on any actual government design, only their own design.

If the company is based within the UK or any other Western nation the design is likely to be not based on any actual government design, otherwise they would have been shut down and the owners arrested.

I'm aware of one company that claims to make identical ID's to Government ones and they claim they are only able to do this because they are based in China which has much more lenient laws on Copyright and that sort of thing.
